Issued together with this Decision was the Regulation on the criteria and norm for the use of public telephones installed at private homes and mobile phones by leaders of administrative and public-service agencies, political organizations and socio-political organizations in service of official duties.

Fixed telephones installed at private homes and mobile phones are State assets which have been equipped for leaders of administrative and public-service agencies, political organizations and socio-political organizations in service of official duties.

Funding for the installation and payment of charges for use of fixed telephones installed at private homes and mobile phones for these subjects shall be included in the annual State budget estimates of the agencies and units.- (Summary)
