CIRCULAR No. 02/2004/TT-BCN of December 31, 2004 guiding the implementation of the Government’s Decree No. 13/2003/ND-CP of February 19, 2003 prescribing the list of dangerous goods and the road transport of dangerous goods

This Circular applies to domestic as well as foreign organizations and individuals engaged in the road transport of industrial explosives and chemicals used for industrial production on the Vietnamese territory.
