Under this Decree, the self-defense force in non-State enterprises shall be organized as follows:

- Enterprises with Communist Party organizations must organize a self-defense force.

- Enterprises without Communist Party organizations may organize a self-defense force if so requested by the commanders of the provincial/municipal military offices or if their proposal on the setting up of a self-defense force is approved by competent military offices; particularly, self-defense forces in foreign-invested enterprises must be organized under the direction of the provincial/municipal People's Committees or be approved by competent military offices.
