While implementing the tasks of flood diversion and slowing under the Government�s plan, the provincial People�s Committees in flood diversion and slowing areas and the concerned ministries and branches shall, according to their respective functions and tasks, have to mobilize all resources to support the evacuation of people and assets to safe places; protect the life and property of the people and the State to ensure security and order in the areas; to immediately provide aid, hunger relief and clean water for people�s daily life; to stabilize the people�s livelihood in flood diversion and slowing period; to restore and develop production after the flood diversion and slowing period.

This decision prescribes in details the financial support for the evacuation and the procurement of tents, medicines, essential items and food; the support for production restoration and development; the financial sources for implementing such support policies. The enterprises of different economic sectors and business households in flood diversion and slowing areas shall be considered for exemption and/or reduction of taxes and other charges as well as fees like the tax policies prescribed for disaster-stricken areas if they really meet with difficulties in production and/or business.- (Summary)
