This Circular prescribes the beneficiaries of the allowance, the method for calculation of resistance war participation seniority, the making of lump-sum payment of allowance as well as procedures and dossiers.

The seniority shall be calculated according to the actual number of years of resistance war participation during the period from the general uprising day, August 19, 1945, to April 30, 1975. Resistance war activists, who are enjoying monthly resistance war allowance, shall enjoy the lump-sum allowance as from January 2001. The seniority for the calculation of lump-sum allowance shall be equal to the number of years of resistance war participation minus the number of years and months during which the resistance war activists have already enjoyed monthly allowance. They shall be entitled to enjoy an allowance of VND 120,000/month for each remaining year of participation.- (Summary)
