JOINT CIRCULAR No.31/1999/TTLT/BLDTBXH-BYT of December 20, 1999 guiding the process of freeing drug addicts from drug-using habit and restoring their health and dignity.

The process of freeing drug addicts from drug-using habit and restoring their health and dignity includes medical, psychological and social activities. After the addicts give up drugs and have their health and dignity restored, they shall not relapse into drug-using habit and shall integrate into the community.

This Circular specifies 5 stages of the said process: Reception and classification of addicts, treatment for addiction fit relief and detoxification, education for restoration of the addicts’ act capacity and human dignity, therapeutic labor, preparation for their reintegration into the community and against addiction relapse, and community-based long-term management.- (Summary)
