This standard prescribes the frequency of flood prevention and combat in the Red river delta region and the designed water levels for III- or higher-grade dykes of the Red river and Thai Binh river systems.

This standard shall apply to the elaboration and approval of projects on the planning of the systems of works for flood prevention and combat in the Red river delta, including: reservoirs, dykes, and floodwater-diverting, slowing and draining works.- (Summary)
