JOINT CIRCULAR No. 05/2001/TTLT-BTC-BCA of January 16, 2001 guiding the implementation of the Prime Minister’s Decision No. 31/2000/QD-TTg of March 2, 2000 on the setting up of Anti-Drug Funds

Anti-drug funds shall be set up at the central level and in the provinces and centrally-run cities to support the drug prevention and combat; commendation and rewarding of collectives and individuals having recorded outstanding achievements in drug prevention and combat.

After court judgments and rulings against drug-related crimes come into force, all collected monetary amounts, including Vietnamese currency, foreign currencies, monetary balance on bank accounts of offenders, proceeds from the sale of assets, means and material evidences (except for drugs) confiscated from such cases, subtracting expenses for the sale of assets and other expenses (if any), shall be channeled to the custody accounts opened at the State Treasury of the provinces and centrally-run cities, managed by the Finance and Pricing Services of such provinces and centrally-run cities, and distributed, managed and used according to this Circular’s guidance.

Addressed financial supports from organizations and individuals at home and abroad for drug prevention and combat shall be delivered to the addresses indicated by supporting individuals and organizations. Those without addresses shall be forwarded to the standing office for drug prevention and combat under the Ministry of Public Security.- (Summary)
