Decision No. 03/2000/QD-TTg of January 4, 2000 on the mechanism of giving bonuses and re-allocations due to over-fulfillment of the 2000 budgetary revenue estimates by local budgets
This Decision specifies the levels and the regime of using bonuses for over-fulfillment of the 2000 budgetary revenue estimates by local budgets.
For collected special consumption tax on home-made goods that exceeds the revenue estimates assigned by the Prime Minister: A bonus equal to 100% of the excess amount (excluding the part wholly enjoyed by local budgets according to budgetary assignment) shall be given.
For collected export tax, import tax or special consumption tax on import goods that exceeds the revenue estimates assigned by the Prime Minister: If the excess amount is 20 billion dong or less, a bonus equal to 100% thereof shall be given; if the excess amount reaches over 20 billion dong, a bonus equal to 50% thereof, which, however, must not exceed 50 billion dong, shall be given.
For revenues divided between the central budget and local budgets of all levels: An amount equal to 50% of that actually remitted to the central budget in excess of the revenue estimates assigned by the Prime Minister shall be reallocated to the local budgets.
The above said bonuses for over-fulfillment of revenue estimates shall be used to supplement investment in the infrastructure construction or performance of important and/or extraordinary tasks of the localities.- (Summary)
