In order to reorganize and step up the equitization of State enterprises, and ensure the achievement of the objectives of the equitization plans of 2003 and subsequent years, the Minister of Construction requests the chairmen of the Managing Boards, the general directors of corporations and directors of independent enterprises managed by the Ministry to do the following:

- By November 30 at the latest, to complete the determination of enterprises’ value and value of the State capital portions at equitized enterprises or enterprises’ sections, approve plans on arrangement of enterprises’ laborers, and by January 31 of the subsequent year, to officially put the equitized companies into operation under the Enterprise Law;

- Not to equitize enterprises or enterprises’ sections assigned to manage mines of raw materials for production of construction materials;

- To closely direct the implementation of equitization steps;

- For enterprises on the list of those to be equitized in the year, which face serious financial imbalance or suffer from prolonged losses, thus being unable to be equitized, other suitable modes of reorganization shall apply, and at the same time to select other enterprises or enterprises’ sections which fully meet the conditions for being equitized in the year for replacement.-(Summary)
