DECISION No. 55/1998/QD-TTg OF MARCH 3, 1998 APPROVING THE LIST OF EXPORT GOODS THAT REQUIRE IMPORT AND EXPORT BUSINESS PERMITS
THE PRIME MINISTER
Pursuant to the Law on Organization of the Government of September 30, 1992;
Proceeding from Resolution No. 02/1009/NQ-CP of January 26, 1998 of the Government;
At the proposal of the Minister of Trade,
DECIDES:
Article 1.- To approve the following list of goods which, when being exported, require import-export business permits granted by the Ministry of Trade for appropriate goods items:
1. Rice;
2. Explosives, inflammables (excluding matches);
3. Books and newspapers;
4. Pearls, precious stones and metals (excluding fake jewelry);
5. Art works, collected objects, antiques.
Article 2.- Enterprises of all economic sectors shall be permitted to export goods items which are not on the already announced list of goods banned from export and the list of goods stated in Article 1 of this Decision, (after having completed the customs procedures) in conformity with the contents of domestic business registration upon their establishment.
Article 3.- The export by foreign-invested enterprises shall not be subject to the regulation of this Decision.
Article 4.- To authorize the Minister of Trade, on the basis of the Government's policy on import and export goods for each period and Vietnam's list of import and export goods issued by the General Department of Statistics, to announce the detailed list of goods stated in Article 1 of this Decision and at the same time coordinate with the Ministry of Justice and the General Department of Customs in guiding the implementation of this Decision.
Article 5.- This Decision takes effect 15 days after its issuance. The ministers, the heads of the ministerial-level agencies, the heads of the agencies attached to the Government and the presidents of the People's Committees directly under the Central Government shall have to implement this Decision.
