To build some sections bypassing cities and provincial capitals and some expressway sections linking industrial parks and developed economic zones.

A number of sections in the Central Vietnam region shall be solidified so as to limit damage caused by floods and storms, ensuring uninterrupted traffic in the storm and flood season.

+ The over 1,700 km-long Ho Chi Minh road at the first stage, planned to start from Hoa Lac and end at Binh Phuoc crossroad, shall be formed on the basis of linking together national highways 21, 15, 14B, 14 and 13. At this stage, efforts shall be concentrated on connecting these highways, upgrading some sections or building new ones basically up to the grade-III road standard, with two lanes. For the subsequent stage, the planning on the entire Ho Chi Minh road shall be separately approved and implemented.
