Promulgated together with this Decision is the Regulation on payment in goods and service purchase, sale and barter, as well as investment and aid between Vietnam and Laos.

This Regulation applies to Vietnamese traders, including enterprises of all economic sectors set up and operating under Vietnamese law and business households licensed to conduct import/export activities under Vietnamese law; Vietnamese-partner project owners and units executing aid projects or other projects; licensed banks; and Lao traders (including organizations and individuals) dealing in goods export/import and service provision with Vietnamese traders.

This Decision takes effect 15 days after its publication in the Official Gazette and replaces the State Bank Governor's Decision No. 245/QD-NHNN7 of August 2, 2000 on implementation of temporary payment mechanism in VND and LAK between Vietnam and Laos and Decision No. 611/2002/QD-NHNN of June 13, 2002 amending Article 12 of Decision No. 245/QD-NHNN7.- (Summary)
