The Finance Ministry issued this Circular to guide the regime of management and allocation of a number of foreign currency expenditures of the estimating units, which belong to the central budget at the Central State Treasury.

Foreign currency expenditures allocated in the form of payment order include:

- Expense for repayment of foreign debts;

- Providing aid to international organizations and foreign countries under the Government�s decisions;

- Funding for overseas Vietnamese representative offices;

- Contributions to specific international organizations (ADB, WB, IMF,�);

- Expense for professional activities and the import of security and defense equipment and supplies;

- Expense for allowances and training for Vietnamese students studying abroad under the Education and Training Minister�s decisions;

- Other expenses under the Prime Minister�s and Finance Minister�s decisions.

Foreign currency expenditures allocated in form of annual funding limit in Vietnam dong include:

- Expense for missions going abroad on working trips;

- Expense for annual fee paid to international organizations;

- Expense for purchase of information, payment of broadcasting charges;

- Other expenses under the Finance Minister�s decisions.- (Summary)
