This Joint Circular takes effect 15 days after its publication in the Official Gazette, annulling Joint Circular No. 06/1998/TTLT-TCCP-BLDTBXH-BTC of October 20, 1998 of the Government Commission for Organization and Personnel (now the Ministry of Home Affairs), the Ministry of Labor, War Invalids and Social Affairs and the Ministry of Finance.
