This Decree prescribes in detail the subjects, order and procedures for application of the measure of education in communes, wards or district townships (commune level); regime applicable to persons subject to this measure; responsibilities of agencies and organizations assigned to manage, educate and help persons subject to this measure; and other regulations related to the application of this measure.

The measure of education at the commune level shall be applied for between three and six months.

This Decree takes effect 15 days after its publication in the Official Gazette and replaces the Government's Decree No. 19/CP of April 6, 1996 promulgating the Regulation on education at the commune level applicable to law violators.- (Summary)
