DECISION
Approving the strategy on information develop-ment till 2010
THE PRIME MINISTER
Pursuant to the December 25, 2001 Law on Organization of the Government;
Pursuant to the December 28, 1989 Press Law; the June 12, 1999 Law Amending and Supplementing a Number of Articles of the Press Law; and the December 3, 2004 Publication Law;
Pursuant to the Politburo's conclusions in the Party Central Committee's Communique No. 173-TB/TW of March 28, 2005, on the strategy for information development till 2010;
At the proposal of the Minister of Culture and Information,
DECIDES:
Article 1.- To approve the strategy on information development till 2010, enclosed with this Decision.
Article 2.- Assignment of implementation of the strategy:
1. The Ministry of Culture and Information:
- To assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment, the Ministry of Finance, the Ministry of Public Security, the Ministry of Defense, the concerned ministries and branches as well as the People's Committees of the provinces and centrally-run cities in, organizing the implementation of the strategy on information development till 2010; elaborating and organizing the implementation of five-year and annual information development plans and plannings in compatibility with the information development strategy and socio-economic development plans; guiding, inspecting, supervising and synthesizing the implementation of the strategy for periodically reporting thereon to the Prime Minister; organizing preliminary reviews and final reviews of the implementation of this strategy.
- To assume the prime responsibility for, and coordinate with the Ministry of Education and Training, the Ho Chi Minh National Political Institute and concerned agencies in, elaborating plans, formulating models and contents of professional and political training and fostering programs for personnel engaged in information activities.
2. The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with the Ministry of Culture and Information and the Ministry of Finance in, guiding ministries, ministerial-level agencies, Government-attached agencies and provincial/municipal People's Committees to incorporate information development plans in their annual plans; evaluating schemes on development of different domains of information to be submitted to the Government for approval; formulating a mechanism to mobilize domestic and foreign financial supports for development of the information cause, ensuring funding sources for investment in infrastructure construction, procurement of modern equipment and facilities and training of human resources for priority and key information domains.
3. The Ministry of Finance shall assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment and the Ministry of Culture and Information in, determining annual budget portions for development of the information cause, ensuring the implementation of the strategy on information development till 2010; perfecting financial mechanisms and policies for the information industry so as to mobilize and efficiently use financial sources invested in information.
4. The Ministry of Home Affairs shall assume the prime responsibility for, and coordinate with the concerned ministries and agencies in, elaborating policies and regimes for personnel engaged in information and press activities; building organizational models and plans for development of human resources in service of the national information and press cause.
5. The Ministry of Post and Telematics shall assume the prime responsibility for allocating and managing frequency spectrums, elaborating schemes for unified management of transmission and broadcast networks; and coordinate with others in adopting polices on press distribution charges.
6. The Ministry of Public Security shall assume the prime responsibility for, and coordinate with the Ministry of Foreign Affairs, the Ministry of Culture and Information, the relevant ministries, branches and agencies in, formulating and implementing schemes to ensure domestic and foreign information security.
7. Ministries, ministerial-level agencies and Government-attached agencies shall, based on their respective functions and tasks and within the ambit of their competence, have to organize and direct the implementation of the strategy on information development till 2010; coordinate with the Ministry of Culture and Information and other ministries and agencies in performing information development tasks throughout the country.
8. Provincial/municipal People's Committees shall have to map out and direct the implementation of local information development plannings and plans, ensuring that they are compatible with the strategy on information development till 2010 and the local socio-economic development plans in each period.
Article 3.- This Decision takes effect 15 days after its publication in "CONG BAO."
Article 4.- Ministers, heads of ministerial-level agencies, heads of Government-attached agencies, and presidents of provincial/municipal People's Committees shall have to implement this Decision.
