CIRCULAR NoCIRCULAR No. 12/2003/TT-BLDTBXH of May 30, 2003 guiding the implementation of a number of articles of the Governments Decree No. 114/2002/ND-CP of December 31, 2002 on wages and salaries for laborers working in State enterprises
Subjects entitled to enjoy wages and salaries under the provisions of this Circular are laborers working under labor contracts in the following organizations:
- Enterprises established and operating under the Law on State Enterprises.
- One-member limited liability companies with 100% of their charter capital held by the State.
- Enterprises of political organizations or socio-political organizations; and economic organizations of the armed forces.
- Joint-stock companies with over 50% of their total capital held by the State; and joint-stock companies comprising of shareholders being State enterprises.
- State corporations and State enterprises shifting to operate after the parent company-affiliate company model.
- Organizations and units attached to administrative agencies or non-business units of the State, the Party, associations and societies allowed to conduct production and/or business activities, which are not yet assigned payroll by the State.
This Circular provides guidance on the minimum wages; the wage scale, wage table and wage-based allowances; the labor norms; the wage payment regime; and the regime for wage scale promotion.- (Summary)
