This Decree prescribes the opening and closure of seaports, maritime activities and coordination between the specialized State management agencies at seaports and maritime zones of Vietnam, with a view to ensuring maritime safety, sanitation, order and prevention of environmental pollution in such zones.

Subject to this Decree are all Vietnamese as well as foreign organizations, individuals and ships, and the specialized State management agencies operating at seaports and maritime zones of Vietnam.

This Decree takes effect 15 days after its publication in the Official Gazette.- (Summary)
