JOINT CIRCULAR No. 02/2005/TTLT/BVHTT-BNV of January 21, 2005 guiding the functions, tasks, powers and organizational structures of professional agencies assisting the People’s Committees in performing the State management over culture and information in localities

Under this Joint Circular, the provincial/municipal Culture and Information Services or Culture-Information and Sports Services shall advise and assist the provincial/municipal People’s Committees in performing the State management over culture and information domains in the localities.

This Joint Circular also provides for professional agencies that assist the People’s Committees of districts, towns or provincial cities in performing the State management over culture and information, and officials in charge of culture and information affairs in communes, wards or townships.
