Subject to this Circular are teachers who directly teach in public, semi-public, people-founded and private vocational training schools; vocational teachers in intermediate vocational-training schools, colleges and universities involved in long-term vocational training; and managerial officials of vocational-training schools, who participate in teaching.

This Circular guides the working time, the teaching-hour norms, the conversion of several other kinds of working hours into teaching hours, the teaching hour reduction regime and the rest time of the above-said subjects.- (Summary)
