DECISION
Approving the general planning on construction of Phu Quoc island, Kien Giang province, till 2020
THE PRIME MINISTER
Pursuant to the December 25, 2001 Law on Organization of the Government;
Pursuant to the Construction Law and the Government's Decree No. 08/2005/ND-CP of January 24, 2005 on construction planning;
Proceeding from the Political Bureau's conclusions in the Party Central Committee's Notice No. 85-TB/TW of October 30, 2002, on orientations, tasks and solutions for socio-economic development in the Mekong River delta region in the 2001-2010 period;
At the proposal of the Construction Minister in Report No. 36/TTr-BXD of June 7, 2005 on the approval of the general planning on construction of Phu Quoc island, Kien Giang province, till 2020,
DECIDES:
Article 1.- To approve the general planning on construction of Phu Quoc island, Kien Giang province, till 2020, with the following principal contents:
1. Planning scope: Phu Quoc island consists of Duong Dong and An Thoi townships and seven communes of Cua Can, Ganh Dau, Bai Thom, Ham Ninh, Cua Duong and Duong To with a total land area of around 563.247 km2, and Hon Thom commune (consisting of islands south of An Thoi).
2. Characteristics: Phu Quoc island is a high-quality island-sea eco-tourist center of the whole country, the region and the world; a center for exchange, trade and service of the zone, the whole country, the region and the world; and occupies an important position in terms of security and defense.
3. Population:
- By 2010, the population of Phu Quoc island shall be around 110,000-120,000, of which the urban population shall be around 60,000-80,000, plus an additional population of around 7,000 being staying tourists (approximately between 0.5 and 0.6 million turns of tourist per year).
- By 2020, the population of Phu Quoc island shall be around 200,000-230,000, of which the urban population shall be around 160,000-180,000, plus an additional population of around 30,000-40,000 being staying tourists (approximately between 2 and 3 million turns of tourist per year).
4. Land area:
a/ The whole island's land area to be used by 2020:
- Forest land: Around 37,000 hectares.
Of which:
+ Special-use forest land: Around 31,000 hectares.
+ Protective forest land: Around 6,000 hectares.
- Agricultural land: Around 4,600 hectares.
- Urban land: Around 2,300 hectares.
- Land of rural population quarters: Around 600 hectares.
- Special-use land: Around 8,520 hectares.
Of which:
+ Land for construction of tourist sites: Around 3,800 hectares.
+ Land for entertainment, recreation, physical training and sport facilities: Around 1,020 hectares.
+ Industrial land: Around 100 hectares.
+ Land for technical infrastructure: Around 3,600 hectares.
(including reservoir land of around 1,500 hectares)
- Land reserved for development, and defense and security purposes: Around 3,304 hectares.
Total: 56,324 hectares.
b/ Urban construction land area:
- By 2010:
+ Urban construction land area shall be around 1,100-1,200 hectares with an average of 120 m2/ person, of which the civil-use land area shall be around 500 hectares with an average of 75 m2/person;
+ Land for construction of tourist sites shall be around of 1,200-1,500 hectares, which can accommodate between 0.5 and 0.6 million turns of tourist per year.
- By 2020:
+ The urban construction area shall be around 2,300 hectares with an average of 135 m2/person, of which the civil-use land area shall be around 1,680 hectares with an average of 97 m2/person;
+ Land for construction of tourist sites shall be around 3,800 hectares, which can accommodate between 2 and 3 million turns of tourist per year.
5. Orientations for spatial development and landscape architecture:
a/ Spatial development directions of the island:
- To the west: To develop tourist sites in association with beaches, urban areas, new urban centers and trade-service centers.
- To the east: To develop spots for sea tourism, rural population quarters and industrial clusters.
- To the north: A national park in the ecological conservation zone, and to develop a number of spots for high-quality beach eco-tourism.
- To the south: To develop urban centers and ports.
- On the islands south of An Thoi: To develop high-quality sea-island eco-tourism.
b/ Functional quarters:
- Urban centers and population quarters:
+ To upgrade and renovate two existing urban centers being Duong Dong and An Thoi townships;
+ To renovate existing population quarters ' centers of communes and commune clusters in Ham Ninh, Cua Can and Ganh Dau;
+ To form and develop new urban centers in combination with provision of tourist services in Suoi Lon and Duong Bao;
- Areas for development of tourism and services:
+ To develop trade, service, tourist, entertain-ment and recreation centers in Duong Dong - Duong To area and Dat Do - An Thoi beaches;
+ To develop sea tourist sites in Duong Dong, Sao, Khem, Truong, Dat Do, Ba Keo ' Cua Lap, Vong, Cua Can, Vung Bau, Dai, Rach Tram, Vem, Ong Lang and Thom beaches and other small beaches.
+ To develop non-tariff areas in association with airports and seaports.
- Areas for conservation, and areas where construction is prohibited or restricted:
+ To protect and preserve the national park, protective forests and regenerative forests which concentrate largely in the north and the south of the island, accounting for 65.7% of the island's total area. Tourist activities in the forms of mountain climbing, sight-seeing, field trips, etc., in these areas must comply with the provisions of law on protection of national parks;
+ To prohibit and restrict the construction in areas lying within the belt for protection of safety of airports, seaports and military works.
- To develop industrial clusters and traditional craft villages with particular characteristics of the island in Duong Dong and Vinh Dam areas, on a total land area of 100 hectares.
- Entertainment, recreation, physical training and sport facilities:
+ To build four golf courses on a total land area of 920 hectares, including an 150-hectare course in Cua Can area, an 150-hectare course in Ganh Dau area within Bai Dai, a 220-hectare course in An Thoi area (from the north of the road leading to Bai Sao to Cai Lon river), and a 400-hectare course in Bai Vong area;
+ To build racing tracks and a kite-flying ground in An Thoi and Duong To areas on a total land area of around 100 hectares;
+ To build water sports facilities in Ham Ninh area, the eastern coast and Bai Truong area in Cua Duong. To organize scuba diving for visiting the seabed in islands south of An Thoi.
- To preserve the classified cultural-historical tourist sites and scenic places such as Nguyen Trung Truc temple, Cay Dua prison, Cau palace, Duong Dong deity's communal house, Su Mon pagoda and other relics.
c/ Spatial development orientations of functional quarters:
- Development orientations of the urban system and new urban centers:
+ Duong Dong township is an administrative, service, trade, industrial and tourist center of Phu Quoc island district. Its population shall be around 35,000-40,000 by 2010 and around 55,000-65,000 by 2020, and its urban construction land area shall be around 500-600 hectares by 2010 and around 700-800 hectares by 2020, embracing commercial, restaurant and service quarters; residential quarters, public-service works, cultural and sport centers; eco-tourist sites; processing industry and tourist service clusters; and newly developed urban centers;
+ An Thoi township is a port, commercial service, security and defense center. Its population shall be around 25,000-28,000 by 2010 and around 40,000-45,000 by 2020, and its land area shall be around 350-400 hectares by 2010 and around 500-600 hectares by 2020, embracing commercial, port service and tourist quarters; newly developed urban centers; ports and port service works;
+ Cua Can urban center is a tourist-service, commercial and fishing urban center. Its population shall be around 4,000 by 2010 and around 8,000-10,000 by 2020, and its land area shall be around 60 hectares by 2010 and around 110-120 hectares by 2020, embracing commercial, tourist service and population quarters in combination with the belt of green trees along Cua Can canal;
+ Ham Ninh urban center is a tourist-service, commercial and fishing urban center. Its population shall be around 5,000 by 2010 and around 10,000-12,000 by 2020, and its land area shall be around 75 hectares by 2010 and around 120-150 hectares by 2020, embracing commercial and tourist service centers; community-service center; fishing villages and new residential quarters;
+ Ganh Dau urban center is a tourist-service, commercial and fishing urban center. Its population shall be around 3,000 by 2010 and around 5,000 by 2020, and its land area shall be around 50 hectares by 2010 and around 100 hectares by 2020, embracing administrative and public-service centers which concurrently serve as tourist plaza; concentrated population quarters, including resettlement quarters and newly developed population quarters; eco-tourist sites;
+ Duong Bao new urban center is a tourist-service urban center. Its population shall be around 4,000 by 2010 and around 12,000 by 2020, and its land area shall be around 60 hectares by 2010 and around 150 hectares by 2020, embracing residential quarters, public-service centers and large urban parks;
+ Suoi Lon new urban center is a tourist-service urban center. Its population shall be around 10,000 by 2010 and around 25,000-30,000 by 2020, and its land area shall be around 120 hectares by 2010 and around 400 hectares by 2020, embracing tourist service centers and large urban parks;
- Development orientations of rural population quarters:
+ To renovate and upgrade the existing centers of communes and commune clusters in Ham Ninh, Duong To, Cua Duong, Cua Can, Ganh Dau and Bai Thom communes, and concurrently build rural population quarters and infrastructure and service works. By 2020, these population quarters shall have a total population of around 40,000-50,000 and occupy a total land area of around 600 hectares;
+ To renovate and relocate the existing fishing villages to concentrated quarters, ensuring their infrastructure and environmental sanitation and associating them with service works, along the direction of combining fishing activities and tourist services.
- Development orientations of major tourist sites: Tourist logistic roads which run through the beach tourist sites must be between 800 m and 1,400 m from such beaches. For sections running through conservation zones or areas where terrain conditions do not permit, the distances from such sections to the beaches shall be flexibly arranged to suit the terrain conditions on the principle that maximum land area shall be reserved for tourism. In such long beaches as Truong and Dai beaches, greenery strips of between 50 and 100 meters wide each and an interval of between 500 and 800 meters, shall be arranged in order to create a beautiful landscape and serve as the central square for tourism contiguous to the coastal space;
+ Truong beach tourist site is a major service, commercial and tourist center of the island, where financial, banking, commercial, postal and recreational centers and hotels are to be located on a total land area of around 1,100 hectares (including also land reserved for development), and links two new urban centers of Duong Bao and Suoi Lon. At its central area, the construction height shall not be limited while urban spot-making works shall be built, with a maximum construction density of some 50%;
+ Sao beach tourist site is a high-quality service and eco-tourist site associated with a number of tourist and communal service spots on a land area of around 150 hectares;
+ Khem beach tourist site is a high-quality service and eco-tourist site associated with a number of tourist and community service spots on a land area of around 100 hectares;
+ Dat Do beach tourist site is a complex tourist site located on a land area of around 120 hectares, where a tourist port for passenger ships shall be built;
+ Ba Keo ' Cua Lap beach tourist site is a high-quality eco-tourist site, which is around 300 meters wide on average and some 4 km long and located on a land area of around 135 hectares. In this site, no new coastal road shall be built while large greeneries along streams shall be maintained and squares for tourism and communal services shall be built;
+ Vong beach tourist site is a complex tourist site associated with a tourist port and a fishing wharf on a land area of around 300 hectares. Tourist villas of one or two stories shall be built with a construction density of 10-12% in the clearance area of the new airport;
+ Cua Can beach tourist site is a high-quality eco-tourist site where a golf course and sea tourist services are provided and which is around 1.3-1.4 km wide and some 3 km long and located on a land area of around 250 hectares (including land reserved for development). In this site, the natural landscape of Cua Can canal estuary shall be maintained and a community tourist center shall be located to the north of Cua Can;
+ Vung Bau beach tourist site is a high-quality eco-tourist site which is around 400 meters wide and some 4 km long and located on a land area of around 200 hectares (including land reserved for development);
+ Ong Lang beach tourist site is a high-quality tourist site located on a land area of around 200 hectares (including land reserved for development);
+ Dai beach tourist site is a high-quality eco-tourist site where an international-standard golf course is available and tourist services are provided and which is around 800 meters wide (from the coastline to the logistic road circling the island) and some 6 km long and located on a land area of around 480 hectares (including land reserved for development). In this site, high-quality eco-tourist spots shall be located to the northwest and southeast of the beach, the golf course shall be located in the south, and the community tourist center-the beach square shall be located at the center of the beach;
+ Rach Vem beach tourist site is a high-quality eco-tourist site and concurrently a population quarter of Rach Vem fishing village, which is around 800 meters wide and some 4 km long and located on a land area of around 150 hectares (including land reserved for development). Tourist spots shall be located between Nhum and Coc canals, a community tourist center shall be located at the center of the beach, and the population quarter of the fishing village shall be located concentratedly along Vem canal to the southwest of the beach. To conserve the natural eco-system along the canal;
+ Rach Tram beach tourist site is a high-quality eco-tourist site and concurrently a population quarter of Rach Tram fishing village, which is around 800 meters wide and some 2.5 km long and located on a land area of around 200 hectares (including land reserved for development). Tourist spots shall be located in the north of the beach while the remaining area shall be reserved for tourist development. The population quarter of the fishing village shall be located in Vung Trau area adjacent to Tram canal and with a land area of around 60 hectares, and a community tourist center at the center of the beach;
+ Thom beach tourist site is a site where eco-tourist and other tourist services are provided and which is around 200 meters wide and some 2 km long and located on a land area of around 40-50 hectares (including land reserved for development). A tourist center shall be located in Ong Hien canal area to the southeast of Bai Thom, and the population quarter of the fishing village shall be located at the center of Bai Thom commune in association with public-service establishments;
+ At small beaches in An Thoi, the beach of An Yen cape, Xep beach, the beach stretching from Dat Do cape to Xep cape, the beach from Xep cape to Tau Ru cape, Da Trai beach, the beach from Da Troi cape to Den Phach cape, Cay Da beach (Duong To commune), the beach of Hang Ran cape, Cay Sao beach and Bon beach (Ham Ninh commune) etc., medium- and small-sized eco-tourist clusters may be developed. Besides, the beaches in islands south of An Thoi in Hon Thom commune shall be reserved largely for tourists who visit these islands, go on scuba diving or fishing;
+ On Chua mountain peak, the highest point of Ham Ninh mountain range, a tourist spot for panoramic view of the island shall be located, in association with forest, river and stream eco-tourist spots in Duong Dong river, Cua Can canal, Vung Bau canal, Tram canal, Cau Sau canal, Tranh stream, Tien stream and Da Ban stream, as well as sea areas for scuba diving and sea tourism in the northeast of the island.
d/ Orientations of urban architecture and landscape and tourist sites of the island:
- To protect coastal sandbanks and beaches and small islands pertaining to Phu Quoc island in service of various forms of sea tourism, and strictly prohibit the exploitation of sand for use for other purposes.
- To protect historical relics and beauty spots and scenic places in the island.
- Construction works in tourist sites must be located at least 50 meters from the coastline; multi-storied buildings occupying large spaces must be perpendicular to the beaches and long buildings must not be located in parallel with the beaches so as not to affect the view of coastal space from surrounding areas.
- In service centers in urban areas and tourist sites south of the island, multi-storied buildings may be located in order to create eye-catching spots of the island.
- In the tourist sites in the island's northern area, which is an environmentally sensitive area, only houses of three stories or less shall be built with a construction density of under 20% in order to protect particular landscape and ecological environment of the area.
- Construction works in the island must suit its natural terrain conditions, with limited levelings
and/or fill-ups and without landscape impacts; construction architecture must suit the island's natural and climatic conditions, bearing both particular architectural characteristics and modernity up to the international tourist standards.
e/ Regarding the protection of ecological environment:
- To protect national forest and protective forest areas; to protect natural forests and develop regenerative forests so as to attain a total forest land area of around 37,000 hectares in service of eco-tourism and conservation of the diversified natural ecosystem of Phu Quoc island.
- To protect and exploit Cua Can, Duong Dong, Rach Ca and Suoi Lon lakes in order to ensure the water sources and sustainable development of the island.
- Not to invest in industries which cause pollution, to encourage investment in industries which turn out products in service of tourism, and relocate industrial clusters out of population quarters; to gradually shift from agriculture, forestry and fishery to services and tourism.
- To limit the exploitation of construction materials in the island. To work out a planning on places where construction materials are exploited in service of the development and construction investment of the island.
- To revamp and expand beaches in service of tourism.
6. Planning orientations for development of technical infrastructures:
a/ Transport:
To develop the public transport system, encourage all economic sectors to invest and commercially deal in mass transit services, especially high-quality transport services, and limit the development of such means of transport as private cars and motorcycles.
- Roads:
+ To build the main North-South axis (An Thoi - Duong Dong ' Suoi Cai ' Bai Thom) of a length of 49 km and a width of between 30 and 47 m, with four motor lanes, a median and pavements. For the immediate future, this road shall be built with two motor lanes;
+ The road running around the island (An Thoi ' Cua Lap ' Duong Dong ' Cua Can ' Ganh Dau ' Bai Thom ' Ham Ninh ' Vinh Dam ' Bai Sao ' An Thoi), consisting of sections running through the western urban centers and tourist sites, which shall be 42 m wide (including two roadside protection green strips which shall be 10 m wide each); and sections running through nature conservation zones and small-sized tourist sites which shall be 20 m wide. These road sections shall serve as logistic roads in service of tourism;
+ Footpaths between logistic roads in service of tourism and beaches shall be between 15 and 20 m wide;
+ The system of spur roads, including those connecting with main axis and roads circling the island and leading to tourist sites, population quarters and service centers, etc., with two motor lanes and a total length of nearly 90 km;
+ Urban roads and intra-tourist site roads shall, under the detailed planning, have two or more motor lanes, and pavements for green trees, pedestrians and technical arrangements, which are at least 5 m wide in urban centers and 7 m wide in tourist sites;
+ Car parking lots shall be located at squares in urban centers and tourist sites. In tourist spots, land shall be reserved for concentrated parking lots.
- Waterways and seaports:
+ An Thoi port is a general port for handling cargoes and receiving passengers, with a cargo handling capacity of 450,000 tons per year and a passenger receiving capacity of 360,000 passengers per year;
+ Duong Dong port is a passenger port which receives a portion of tourist passengers traveling to Phu Quoc by sea;
+ Vinh Dam port is a port functioning as a storm shelter for ships and boats and concurrently as a medium-sized passenger and cargo port;
+ To build piers for receiving passengers at small embarkation and disembarkation spots for leizure ships along the coast in Duong Dong, Cua Can, Bai Thom, Ganh Dau, Ham Ninh and Bai Vong;
+ To build a port to receive international tourist passenger ships at Dat Do bay, where ships carrying up to 2,000 passengers can moor or anchor. In the future, a commercial and commodity port may be developed for the whole western sea.
- Airways:
For the immediate future, to continue using the existing airport at the capacity of 300,000 passengers per year. To invest in building a new airport in Duong To on a land area of around 800 hectares which can receive some 2.5 million passengers per year and is expected to commence operation after 2010.
b/ Water supply :
- Targets:
+ For civil use: By 2010, between 110 and 120 liters/person/day, and by 2020, between 150 and 180 liters/person/day;
+ For industrial use: 40 m3/hectare;
+ For tourism: Between 250 ' 300 liters/bed/day.
- Total demand: By 2010, between 18,000 and 20,000 m3/day; and by 2020, between 45,000 and 50,000 m3/day.
- Water sources:
In Phu Quoc island, the main water source is surface water while the exploitation of underground water is limited. To locate and execute projects on investment in construction of four reservoirs for reserving water to satisfy the clean water demand of the island, including: Duong Dong reservoir with a capacity of 7-10 million m3; Suoi Lon reservoir, 1.5 million m3; Rach Ca reservoir, around 1 million m3; and Cua Can, between 33 and 35 million m3. After 2020, under development requirements, fresh water supply from mainland to the island and the reuse of water sources after treatment for additional supply for the island shall be studied.
c/ Power supply:
- Targets:
+ For daily life: 1,500 kW/person/year;
+ For industrial use: 250 kW/ha;
+ For tourism: between 2 and 3 kW/hotel bed.
- The total power load demand by 2010 and 2020 shall be 50 MW and 150 MW respectively.
- Power sources:
At the first stage, to invest in building a gas-fueled thermoelectric power plant and to study the possibility of transmitting power from the national power grid to the island through the underwater cable system. To encourage investment in building various forms of generating power from solar energy or wind power, etc., with a view to protecting the ecological environment.
d/ Wastewater drainage and environmental sanitation:
- The total wastewater volume shall be 40,000 m3/day.
- At the first stage, in urban centers and tourist sites, local wastewater-treating stations shall be built to treat wastewater up to the standards before discharging it into the sea, rivers, streams and lakes. After 2010, to build concentrated wastewater- collecting and treating stations along an axis to the south of the island.
- Garbage: The total garbage volume shall be between 200 and 220 tons per day. To build concentrated garbage treating quarters in Cua Can and Ham Ninh, each on a land area of 25 hectares.
- Cemeteries: Two concentrated graveyards shall be built in the north of Cua Duong on a land area of 10 hectares and in the south of Suoi May ' Duong To on a land area of 25 hectares. Subsequently, to build a crematory so as to save land for other purposes and protect the environment.
7. The first-stage construction planning for the next 5-10 years and priority programs and projects for the next 5 years:
a/ To organize the elaboration and approval of the general planning of Duong Dong and An Thoi townships and Bai Truong and Duong To tourist sites; to work out detailed plannings on construction of other functional quarters.
b/ To formulate and execute projects on protection of natural resources, tourist resources and the environment, to work out a planning on zones where construction materials shall be exploited in order to ensure a stable ecological environment and sustainable development of the island.
c/ To invest in development of main socio-technical infrastructures, concretely:
- Building of the island's main road axis from An Thoi - Duong Dong - Bai Thom T-junction - Ganh Dau.
- Building of the belt road circling the island from Duong Dong ' Cua Can ' Ganh Dau ' Bai Thom ' Ham Vinh ' Vinh Dam ' An Thoi ' Duong Dong.
- Upgrading of the existing spur roads.
- Completion of An Thoi and Duong Dong ports, investment in Vinh Dam port with two piers for coastal and high-speed ships. Study of investment in building a passenger port for international ships at Dat Do bay, renovation and upgrading of navigable channel in Duong Dong river, and renovation of fishing wharves in Ham Ninh, Cua Can, Bai Thom and Ganh Dau.
- Upgrading of roads in Duong Dong and An Thoi urban centers; planting of trees and management of pavements in service of travel by people and tourists; assurance of environmental sanitation and urban landscape.
- Building of a new airport in Duong To.
- Building of Duong Dong water plant with a capacity of 10,000 m3/day; preparation for investment in building of Suoi Lon reservoir for supply of water for development of the southern area of the island, and study of solutions to building of Cua Can reservoir to supply water for daily life and tourism in the island.
- Expansion of a power plant in Duong Dong; study of solutions to transmitting power from the mainland to the island.
- Investment in social infrastructures, with special priority given to building of a high-quality hospital, kindergartens, schools. etc.
Article 2.- The People's Committee of Kien Giang province shall:
1. Organize the publicization of the general planning on construction of Phu Quoc island till 2020 so that organizations and individuals can know and implement it; organize the implementation of the planning according to the current provisions of law;
2. Promulgate a Regulation on construction management according to the general planning on construction of Phu Quoc island;
3. Guide the elaboration and approval of detailed plannings and investment projects according to the current provisions of law.
4. Manage closely the construction land area, devise plans on the use of such land in conformity with capital sources and capability of investors, thus preventing the appropriation and use of land for improper purposes, and ensuring the efficient use of the island's land.
Article 3.- This Decision takes effect 15 days after its publication in "CONG BAO."
Ministers, heads of ministerial-level agencies, heads of Government-attached agencies, the president of the People's Committee of Kien Giang province, and concerned organizations shall have to implement this Decision.
