The expenditure fund for the HIV/AIDS Infection Prevention and Combat National Program is formed from the following sources: the State budget (including foreign aid capital), contributions mobilized from the people and economic organizations under the State�s regulations. Such funding sources shall be managed according to the Law on the State Budget and the documents guiding the implementation thereof.

The specific expenditure contents and levels and the financial management over funding amounts of the Program are prescribed in this Circular.- (Summary)
