This Circular guides the salary, allowance, subsidy and cost-of-living allowance regimes for laborers who directly participate in and serve the demarcation and border-marker placement on the Vietnam-China land border, including:

- Those who are appointed by competent State agencies to work in the demarcation and border-marker placement groups;

- Those who work for the Steering Committees for demarcation and border-marker placement of the border provinces;

- Those who work for the Government’s Steering Committee and those who work in the ministries, branches and localities, who are mobilized to serve the demarcation and border-marker placement groups;

- Local laborers who are mobilized to serve the demarcation and border-marker placement groups.- (Summary)
