Issued together with this Decision is the Regulation on inventory of coal left in stock, which applies to the coal-producing, -processing and -trading units (referred collectively to as enterprises).

Coal left in stock means the volume of coal stored at warehouses and on transport means, which has not yet been settled by the time of inventory. Coal left in stock includes finished coal and semi-finished coal.

The inventory of coal left in stock is conducted by geodetic survey method. Data on the volume of coal left in stock, after being accepted and approved by enterprises' immediate superior agencies, shall be the official data serving as basis for considering the settlement and accounting as prescribed and reporting to relevant managing agencies.

This Regulation prescribes technical bases and methods for determining the volume of coal left in stock as well as responsibilities and powers to inspect and approve reports on inventory of coal left in stock.- (Summary)
