All Vietnamese citizens or foreigners, including those who laid their lives on battle fields or were deceased, irrespective of their age, sex, religions, ethnicity, occupations, social status and domicile; domestic or foreign collectives, enterprises of all economic sectors that have made exceptionally outstanding merits in the cause of construction and defense of Vietnam fatherland, and fully meet the prescribed criteria, shall be awarded or posthumously awarded title of Labor Hero or Armed Forces� Hero.- (Summary)
