DECISION
APPROVING THE SCHEME ON VOCATIONAL TRAINING FOR RURAL LABORERS UP TO 2020
THE PRIME MINISTER
Pursuant to the December 25, 2001 Law on Organization of the Government;
Pursuant to the Government's Resolution No. 24/2008/NQ-CP of October 28, 2008, promulgating the Government's action program on implementation of the Resolution of the 10th Party Central Committee's 7Xth plenum on agriculture, farmers and rural areas;
At the proposal of the Minister of Labor, War Invalids and Social Affairs, the Minister of Agriculture and Rural Development and the Minister of Home Affairs,
DECIDES:
Article 1. To approve the Scheme on vocational training for rural laborers up to 2020 (below referred to as the Scheme) with the following principal contents:
I. VIEWPOINTS, OBJECTIVES
1. Viewpoints
a/ Vocational training for rural laborers is the cause of the Party and State, levels, branches and the society, aiming to improve rural labor quality to meet requirements of industrialization and modernization of agriculture and rural areas. The State shall increase investment to develop vocational training for rural laborers and adopt policies to ensure equal opportunities for all rural laborers to learn trades, encourage, mobilize and create conditions for the entire society to participate in providing vocational training for rural laborers;
b/ Vocational learning is the right as well as obligation of rural laborers, aiming to create and change jobs, raise income and improve life quality;
c/ To shift vocational training for rural laborers from training based on the available capacity of training institutions to training based on demands of rural laborers and the labor market; to include vocational training in socioeconomic development strategies, master plans and plans of the country and each region, sector and locality;
d/ To renew and develop vocational training for rural laborers towards improving training quality and effectiveness and creating favorable conditions for rural laborers to learn trades suitable to their educational level, financial capacity and learning demand;
e/ To enhance training of cadres and civil servants, creating remarkable changes in training quality and effectiveness in order to build a contingent of commune cadres and civil servants who meet criteria of cadres and civil servants and requirements on qualification, leadership and management capacity, and professional expertise and skills for all socio-economic aspects in communes in service of industrialization and modernization of agriculture and rural areas.
2. Objectives
a/ General objectives
- To annually provide vocational training for around 1 million rural laborers on average, including training and retraining of 100,000 commune cadres and civil servants;
- To improve vocational training quality and effectiveness to create jobs and raise income for rural laborers, making contributions to labor and economic restructuring in service of industrialization and modernization of agriculture and rural areas;
- To build a contingent of commune cadres and civil servants with firm political viewpoint, and qualifications, capacity and qualities meeting requirements of socio-economic administration, management and operation and public duty performance in service of industrialization and modernization of agriculture and rural areas.
b/ Specific targets for each period
- The 2009-2010 period
+ To continue providing vocational training for around 800,000 rural laborers according to the target set in the Vocational Training Capacity Building Project (Project 7) under the National Target Program on Education and Training up to 2010 under policies of this Scheme;
+ To pilot models of vocational training for around 18,000 rural laborers with 50 trades and order vocational training for around 12.000 being poor and ethnic minority people and rural laborers subject to recovery of farm land and meeting with financial difficulties. At least 80% of these laborers will find jobs after being trained under these models;
+ To strive to fulfill the plan on training of commune cadres and civil servants in the 2006-2010 period, which was approved under the Prime Minister's Decision No. 40/2006/QD-TTg of February 15, 2006.
-The 2011-2015 period
To provide vocational training for 5.2 million rural laborers, of whom:
+ Around 4.7 million rural laborers will receive vocational training (1.6 million trained in agricultural trades and 3.1 million in nonagricultural trades), including around 120,000 being poor people, ethnic minority people and rural laborers subject to recovery of farm land and meeting with financial difficulties to be trained on order. At least 70% of these laborers will find jobs after being trained;
+ Around 500,000 commune cadres and civil servants will receive training and retraining in administrative and socio-economic management suitable to their titles and positions to meet requirements of leadership, management, administration and performance of public duties.
- The 2016-2020 period
To provide vocational training for 6 million rural laborers, of whom:
+ Around 5.5 million rural laborers will receive vocational training (1.4 million trained in agricultural trades and 4.1 million in non-agricultural trades), including around 380,000 being poor people, ethnic minority people and rural laborers subject to recovery of farm land and meeting with financial difficulties to be trained on order. At least 80% of these laborers will find jobs after being trained;
+ Around 500,000 commune cadres and civil servants will receive extensive training in administrative and socio-economic management knowledge and skills to meet requirements of leadership, socio-economic administration in the period of industrialization and modernization of agriculture and rural areas.
II. BENEFICIARIES OF THE SCHEME
1. Rural laborers of working age with educational level and health status suitable to the trades to be trained. To prioritize those entitled to incentive policies for people with meritorious contributions to the revolution, poor households, households with income of up to 150% of that of poor households, ethnic minority people, disabled people and people subject to recovery of farm land.
2. Full-time cadres of the Party, socio-political mass organizations and local administrations and civil servants of communes; source cadres of eligible ages under the personnel planning up to 2015 and 2020 for replacement of retired commune cadres and civil servants or filling mechanic vacancies.
III. POLICIES OF THE SCHEME
1. Policies for learners
- Rural laborers entitled to incentives for people with meritorious contributions to the revolution, poor households, ethnic minority people, disabled people and people subject to recovery of farm land may receive financial support for short-term vocational training (basic and under-3-month vocational training) of up to VND 3 million/person/course (specific levels are based on each trade and actual training time); meal allowance of VND 15,000/actual training day/person; and travel allowance according to ticket prices of public means of transport with the maximum level of VND 200,000/person/ course for vocational trainees living in areas 15 km or farther away from their training places;
- Rural laborers being members of households with income of up to 150% of that of poor households may receive financial support for short-term vocational training (basic and under-3-month vocational training) of up to VND 2.5 million/person/course (specific levels are based on each trade and actual training time);
- Other rural laborers may receive financial support for short-term vocational training (basic and under-3-month vocational training) of up to VND 2 million/person/course (specific levels are based on each trade and actual training time);
- Rural laborers may take loans to attend vocational training under current regulations on credit for students. Rural laborers who work stably in rural areas after receiving vocational training may have 100% of interests on their loans taken for vocational training covered by the state budget;
- Ethnic minority rural laborers entitled to incentives for people with meritorious contributions to the revolution, poor households and households with income of up to 150% of that of poor households who attend intermediate-and collegial-level vocational training courses may enjoy policies on vocational training for boarding ethnic minority students;
- After receiving vocational training, rural laborers may take loans from the national employment fund under the national target program on employment to generate self-employment.
Each rural laborer may receive vocational training support only once under the policies of this Scheme. Those having received vocational training support under other state policies are not entitled to these supports. Those having received vocational training supports but losing their jobs due to objective reasons may be considered and decided by provincial-level People's Committees to continue receiving vocational training supports to change jobs under the policies of this Scheme for no more than 3 times.
2. Policies for teachers and lecturers
- Teachers and vocational training administrators who regularly go to villages in areas meeting with exceptional socio-economic difficulties to provide vocational training for 15 days or more monthly may receive mobile-working allowance with a coefficient of 0.2 of the common wage level applicable to teachers who regularly go to villages for illiteracy eradication and continuing education universalization;
- Teachers of public vocational training establishments in mountainous districts, deep-lying, remote and border areas, islands and ethnic minority areas may enjoy public-duty house policies applicable to teachers of educational institutions from preschool to general education levels;
- Vocational trainers (technicians, engineers, skilled laborers of enterprises, production and business establishments and centers for agricultural, forestry and fishery extension, farmers with outstanding production results providing vocational training for rural laborers) may receive a teaching pay of at least VND 25,000/hour; trainers being scientific doctors, doctors in agriculture, provincially or nationally prestigious craftsmen may receive a teaching pay of at least VND 300,000/training session. Vocational training establishments shall set specific levels;
- To establish criteria and adopt appropriate regimes and mechanisms to attract capable trainers to work at cadre and civil servant training establishments; persons working in different fields and all sectors to participate in training and retraining; and capable staff of agencies and units to participate in training on a part-time basis.
3. Policies for establishments providing vocational training for rural laborers
- To invest in physical foundations and training equipment for vocational training centers in 61 poor districts under the Government's Resolution No. 30a/2008/NQ-CP of December 27, 2008, on the support program on quick and sustainable poverty reduction in 61 poor districts;
- To support investment in lecture rooms, practice workshops, dormitories, public-duty houses for teachers, canteens, semi-truck vehicles or motor boats for transporting equipment, mobile vocational trainers, equipment for training in 4 popular trades and 3-5 locally typical trades, for 30 districts with a poverty rate of 30-50% which established vocational training centers in 2009, at maximum VND 12.5 billion/center;
- To support investment in practice workshops, dormitories, public-duty houses for teachers, canteens, semi-truck vehicles or motor boats for transporting equipment, mobile vocational trainers, equipment for training in 3 popular trades and 3-4 locally typical trades, for 74 mountainous, border and island districts and ethnic minority areas which established vocational training centers in 2009, at maximum VND 9 billion/center;
- To support investment in physical foundations and training equipment for 116 plain districts which established vocational training centers in 2009, at VND 5 billion/center;
- To support investment in the construction of, and training equipment for, 9 handicraft vocational secondary schools in 9 provinces with large numbers of traditional craft villages, at VND 25 billion/school;
- To continue investment in training equipment for public district vocational training centers which received investment in 2006-2009 but have not met vocational training quality requirements, at VND 3 billion/center;
- To support funds for the procurement of training equipment for 100 continuing education centers in districts without vocational training centers to provide vocational training for rural laborers, at VND 1 billion/center;
- Vocational colleges and secondary schools, vocational training centers, universities, colleges, professional secondary schools of ministries, branches, socio-political organizations, localities, enterprises and private establishments; continuing education centers, vocational general technical centers, research institutes, community learning centers, centers for agricultural, forestry and fishery extension, farms, forestry farms, enterprises, cooperatives and production, business and service establishments which meet conditions on vocational training for rural laborers may provide vocational training for rural laborers with funding sources provided in this Scheme, be provided with curricula, training manuals and learning materials, and train vocational teachers.
The policies specified in this Scheme will be adjusted in response to price fluctuations and socio-economic changes annually and in each period.
IV. MAJOR SOLUTIONS OF THE SCHEME
1. To raise awareness of levels, branches, the society, commune cadres and civil servants and rural laborers about the role of vocational training in employment generation, income raising and improvement of rural human resource quality
a/ People's Committees at all levels shall elaborate plans, master plans or specific action programs to implement the Resolutions on vocational training for rural laborers adopted by party committees of the same and higher levels;
b/ Socio-political organizations, social organizations and professional associations shall increasingly disseminate guidelines and policies of the Party and State on vocational training for rural laborers; provide free counseling on vocational training and employment and mobilize their members to attend vocational training;
c/ To increasingly and intensively disseminate through the mass media guidelines of the Party and policies and laws of the State on vocational training, the role and position of vocational training in socio-economic development, employment generation and income raising for rural laborers to know about and attend vocational training;
d/ To renew curricula and improve the effectiveness of vocational education at lower and upper secondary schools to help students correctly understand about vocational training and select on their own will forms of vocational training suitable to their conditions and circumstances.
2. To develop training institution networks
a/ Ministries, branches and provincial-level People's Committees shall review and supplement master plans on vocational training establishment networks, attaching importance to developing establishments providing vocational training for rural laborers (public and private establishments, vocational training establishments at enterprises, cooperatives, farms, forestry farms, intensive farming areas, production, business and service establishments and handicraft vocational training establishments) for different trades and different training levels up to 2020:
- To complete the establishment of vocational training centers in districts without such centers in 2009 and investment in their physical foundations and equipment by 2013;
To support investment in developing handicraft vocational secondary schools in provinces with large numbers of traditional craft villages;
- To invest in raising the capacity of public district vocational training centers covered by Project 7, but at a low level;
- To support funds for the procurement of vocational training equipment for continuing education centers in districts without vocational training centers to provide vocational training for rural laborers;
- To boost the socialization of vocational training by encouraging organizations and individuals to set up establishments to provide vocational training for rural laborers; and attracting private vocational training establishments, educational institutions (universities, colleges, professional secondary schools, continuing education centers, vocational general technical centers), enterprises, production and business and service establishments to provide vocational training for rural laborers.
b/ To mobilize cadre and civil servant training schools of ministries, branches, socio-political organizations, universities, colleges and secondary schools to train commune cadres and civil servants in line with the socialization policy with state support (on order or at request).
3. To develop the contingent of teachers, lecturers and administrators
a/ To develop the contingent of vocational teachers and administrators
- To survey and evaluate vocational teachers and administrators to provide grounds for making training and recruitment plans to meet requirements on quantity (each vocational training centers must have at least one full-time teacher for each trade), quality and structure of trained trades;
- To mobilize scientists, craftsmen, technicians, engineers and skilled laborers of enterprises, production and business establishments and agricultural-forestry-fishery extension centers, and farmers with outstanding production results to provide vocational training for rural laborers;
- To train in teaching and vocational skills for teachers to be supplemented to vocational training centers lacking full-time teachers;
- To train in management skills, counseling on occupation selection and job seeking and creation for rural laborers;
- Each district will have one staff responsible for vocational training on the payroll of the district-level Labor, War Invalids and Social Affairs Division.
b/ To develop the contingent of teachers and lecturers to train commune cadres and civil servants
To set criteria, tasks and appropriate treatment regimes, policies and mechanisms to attract capable trainers to provide training at cadre and civil servant training schools; persons working in different fields and different sectors to participate in training; to attract capable staff of agencies and units to provide training on a part-time basis. To study and consolidate the organizational structure and payroll of cadre and civil servant training schools, attaching particular importance to provincial-level schools;
- To train teachers and lecturers of provincial political schools, district political training centers, cadre and civil servant training institutions of ministries and branches, universities and colleges to meet requirements on training programs and contents;
- To renew training contents, programs and methods appropriate to different groups of trainees; to study, revise and supplement lecturer training programs in order to meet requirements of training commune cadres and civil servants in the industrialization and modernization period;
- To consolidate the organizational structure and payroll of and increase teachers and lecturers to meet requirements of commune cadre and civil servant training, attaching particular importance to provincial-level cadre training schools.
4. To develop curricula, training manuals and learning materials
a/ To develop curricula, training manuals and learning materials for basic and continuing vocational training; to draw up lists of vocational training equipment
- To renew and develop curricula, training manuals and learning materials for vocational training for rural laborers to meet labor market demands, to regularly update new techniques and technologies;
- To mobilize scientists, craftsmen, technicians, engineers and skilled laborers of enterprises, production and business establishments and agricultural-forestry-fishery extension centers, and farmers with outstanding production results to participate in the development of vocational training curricula, manuals and materials for rural laborers;
- To complete the revision of 300 and compile 200 other curricula and learning materials for basic and continuing vocational training; to draw up lists of equipment for basic vocational training for around 300 trades. To provide vocational training curricula and learning materials for educational and training institutions providing vocational training for rural laborers.
b/ To elaborate programs and contents for commune cadre and civil servant training
- In 2009 and 2010, to conduct surveys to identify training contents and demands for cadre and civil servant training in the 2011-2015 period and up to 2020;
- To formulate training programs and contents appropriate to each group of commune cadres and civil servants in each area and region (plain, midland, mountainous and ethnic minority areas) for each development period (up to 2015 and up to 2020). From 2010 to 2012, to elaborate programs and contents and conduct pilot training. From 2013 to 2020, to complete, revise and supplement these programs and contents and provide training.
5. To increasingly examine, supervise and evaluate the implementation of the Scheme at all levels annually and at mid-and final-term periods of the Scheme.
V. ACTIVITIES OF THE SCHEME
1. Vocational training for rural laborers
a/ Activity 1: To disseminate information and provide counseling on vocational training and employment for rural laborers
- Major contents
+ To disseminate guidelines and policies of the Party and State on vocational training for rural laborers;
+ To promote vocational training for rural laborers in the mass media;
+ To develop training materials and train in dissemination and mobilization skills for propaganda cadres of the Farmers Association;
+ To counsel on vocational training and employment for rural laborers;
+ To commend, honor and reward people making major contributions to vocational training for rural laborers.
- Estimated funds: VND 125 billion
b/ Activity 2: To conduct surveys and forecast demands for vocational training for rural laborers
- Major contents:
+ To draw up lists of trades to be trained for rural laborers;
+ To identify job-learning demands of rural laborers for each trade, in each region and at each training level;
+ To identify demands for vocationally trained laborers (quantity, quality, structure) of enterprises, economic sectors and the labor market;
+ To forecast demands for trained rural laborers up to 2020;
+ To determine the training capacity of establishments providing vocational training for rural laborers, including their network, trades to be trained, curricula, learning materials, vocational teachers and administrators, physical foundations and equipment for training.
- Estimated funds: VND 15 billion.
c/ Activity 3: To pilot models of vocational training for rural laborers
- Major contents:
To provide vocational training under pilot models for 18,000 rural laborers, of 4 groups: agricultural laborers (in mountainous and intensive farming areas); laborers in craft villages in plain areas; farmers shifting to industrial and service trades (in mountainous, plain and midland areas) and offshore fishermen in central coastal provinces (to be trained in vessel-engine repair, aquatic product processing and preservation).
- Estimated funds: VND 54.4 billion for 2009-2010.
d/ Activity 4: To increase physical foundations and equipment for public vocational training establishments
- Major contents:
To support investment in physical foundations and equipment for public vocational training establishments, vocational training centers established in 2009 in 220 districts (30 districts with a poverty rate of 30-50%; 74 mountainous, border, island and ethnic minority districts; 116 plain districts); 9 handicraft vocational secondary schools in provinces with large numbers of traditional craft villages. To support funds for procurement of vocational training equipment for 100 continuing education centers in districts without vocational training centers to provide vocational training for rural laborers. To continue support for investment in vocational training equipment for public district vocational training centers receiving low investment in previous years.
- Estimated funds: VND 3,905 billion.
e/ Activity 5: To develop curricula, training manuals, learning materials and draw up lists of vocational training equipment
- Major contents
+To develop 500 curricula, training materials (training manuals, instruction documents, tapes, visual discs) for basic and under-3-month vocational training according to labor market demands;
+ To draw up lists of equipment for basic vocational training for 300 trades.
- Estimated funds: VND 90 billion.
f/ Activity 6: To develop vocational teachers and administrators
- Major contents
+ To develop curricula and materials for training in teaching and vocational skills for basic vocational teachers and trainers: curricula and materials for training in new technologies, vocational skill improvement and teaching skills; curricula for training in vocational training and employment counseling for administrators of vocational training establishments;
+ To train in teaching and vocational skills for 7,500 people as to work as teachers for new vocational training centers and those lacking full-times teachers;
+ To train in administration, job selection counseling, job seeking and self employment for 12,000 rural laborers.
- Estimated funds: VND 76.5 billion.
g/ Activity 7: To support rural laborers attending vocational training
- Major contents
+ To support short-term (basic and under-3-month) vocational training and to place orders for vocational training for 6.54 million rural laborers.
+ To place orders for vocational training for around 512,000 rural laborers being poor people, ethnic minority people and rural laborers subject to farm land recovery and meeting with financial difficulties.
- Estimated funds: VND 20,308.2 billion.
h/ Activity 8: To monitor and evaluate the implementation of the Scheme
- Major contents
+ To set indicators for monitoring and evaluating the Scheme; to establish methods to collect and process information and manage funds of the Scheme in provinces and centrally run cities, ministries, branches and central agencies; to develop a software to mange the Scheme; to raise the capacity to plan, manage and organize the implementation of the Scheme at all levels;
+ To examine, monitor and evaluate the implementation of the Scheme at the central level and in provinces and centrally run cities annually, at mid-term and upon completion of the Scheme;
+ To report on, review, analyze and evaluate the fulfillment of the objectives, targets and contents of the Scheme; and the management and use of the budget of the Scheme at the central level and in provinces and centrally run cities.
- Estimated funds: VND 120 billion.
2. To train and retrain commune cadres and civil servants
a/ Activity 1: To identify training and retraining needs
- Major contents
+ To list training and retraining programs and contents and identify learning demands of commune cadres and civil servants of each specific target group and in each region;
+ To conduct survey to identify training and retraining contents and learning demands of commune cadres and civil servants in the 2010-2020 period.
- Estimated funds: VND 4 billion.
b/ Activity 2: To develop training and retraining programs and contents
- Major contents
+To develop training and retraining programs according to the criteria of each civil servant title and commune administrator title;
+ To develop training and retraining programs for each region and area (plain, mid-land, mountainous and ethnic minority areas).
- Estimated funds: VND 6 billion.
c/ Activity 3: To develop the contingent of teachers and lecturers
- Major contents:
+ To set criteria, tasks and benefits, policies and mechanisms for trainers of cadres and civil servants;
+ To train and retrain teachers and lecturers of provincial political schools, district political training centers, cadre and civil servant training establishments of ministries and branches, universities and colleges to meet training requirements;
+ To train and retrain teachers and lecturers in teaching methods, attaching importance to active learning, practice and problem-solving skills suitable to adult learners (domestic and overseas training).
- Estimated funds: VND 75 billion.
d/ Activity 4: To work out regimes and policies on training and retraining
- Major contents: To study and work out relevant mechanisms and policies, including regimes and policies for cadres and civil servants attending training and retraining and mechanisms on assignment of outside training establishments, such as universities and research institutions, to train and retrain commune cadres and civil servants;
- Estimated funds: VND 1 billion.
e/ Activity 5: To train and retrain commune cadres and civil servants
- Major contents: To train and retrain around 1.2 million commune cadres and civil servants;
- Estimated funds: VND 1.2 trillion.
VI. FUNDS AND FINANCIAL MECHANISM FOR THE SCHEME
1. The total state budget fund for the Scheme is estimated at VND 25.98 trillion, including:
- VND 24.694 trillion for vocational training for rural laborers;
- VND 1.286 trillion for training and retraining of commune cadres and civil servants.
2. Period-based funds for the Scheme
- 2009-2010 period: VND 1,894 billion (including VND 65.5 billion for training and retraining of commune cadres and civil servants);
- 2011-2015 period: VND 11,363 billion (including VND 593.5 billion for training and retraining ot commune cadres and civil servants);
- 2016-2020 period: VND 12,723 billion (including VND 627 billion for training and retraining ol commune cadres and civil servants).
3. Investment-based funds for the Scheme
- Funds for investment in physical foundations and equipment for vocational training: VND 3,905 billion;
- Non-business funds: VND 22,075 billion.
4. Financial mechanism for the Scheme
- Localities which can balance budget funds on their own shall ensure local budget funds to support rural laborers attending vocational training and the training and retraining of commune cadres and civil servants under this Scheme;
- To ensure central budget funds to support rural laborers attending vocational training and the training and retraining of commune cadres and civil servants in localities which cannot balance budget funds on their own and to implement remaining policies, solutions and activities of the Scheme. Funds to implement the Scheme in 2009-2010 shall be added to the Project on Vocational Training Capacity Building under the National Target Program on Education and Training up to 2010. Funds to implement the Scheme in 2011-2020 shall be separately allocated under the National Target Program on Education and Training in 2011-2015 and 2016-2020 periods.
- To additionally raise resources from international organizations, vocational training establishments, enterprises, individuals and the community for the implementation of the Scheme (enterprises may have their vocational training support expenses deducted from their taxable incomes under law).
VII. ORGANIZATION OF IMPLEMENTATION
1. Responsibilities of ministries and central branches
a/ The Ministry of Labor, War Invalids and Social Affairs
- To act as the standing body of the Scheme; to assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development and the Ministry of Home Affairs in, summing up contents and funding needs of the Scheme annually and according to each period of the Scheme and submit them to the Ministry of Finance and the Ministry of Planning and Investment for summing up and submission to the Prime Minister;
- To assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development, the Ministry of Home Affairs and concerned ministries and branches in, coordinating and guiding the implementation of policies, solutions and activities of the Scheme;
- To guide localities in elaborating plans and estimating funds for vocational training for rural laborers annually and every five years; to sum up and submit funding needs to the Ministry of Finance and the Ministry of Planning and Investment for submission to the Prime Minister for inclusion into state budget estimates;
- To plan the allocation of funds for vocational training for rural laborers to concerned localities, ministries, branches and central agencies of socio-political organizations having vocational training establishments and submit them to the Ministry of Finance and the Ministry of Planning and Investment for summing up;
- To assume the prime responsibility for organizing vocational training for rural laborers;
- To examine and supervise vocational training for rural laborers; to biannually and annually review and report on the implementation of the Scheme to the Prime Minister.
b/ The Ministry of Agriculture and Rural Development
- To assume the prime responsibility for, and coordinate with the Ministry of Labor, War Invalids and Social Affairs in, drawing up lists of trades and vocational training programs or agricultural trades at basic level and for continuing vocational training;
- To work with a telecommunications company in providing information on commodity markets to support the sale of agricultural products and the provision of agricultural services to communes;
- To coordinate with the Ministry of Labor, War Invalids and Social Affairs in adopting mechanisms and policies on vocational training for rural laborers; to allocate funds for vocational training for rural laborers;
- To assume the prime responsibility for, and coordinate with concerned ministries, branches and provincial-level People's Committees in piloting the grant of cards to learn agricultural trades to rural laborers;
- To examine and supervise vocational training in agricultural trades for rural laborers; to biannually and annually report such to the Ministry of Labor, War Invalids and Social Affairs for summing up.
c/ The Ministry of Home Affairs
- To assume the prime responsibility for organizing and directing the evaluation and review of training and retraining of commune cadres and civil servants according to the set objectives; to propose amendments and supplements to mechanisms and policies on training of commune cadres and civil servants; to elaborate and promulgate programs on training and retraining of commune cadres and civil servants;
- To sum up funding needs and allocations of annual funds for training and retraining of commune cadres and civil servants and submit them to the Ministry of Labor, War Invalids and Social Affairs for summing up;
- To assume the prime responsibility for, and coordinate with the Ministry of Labor, War Invalids and Social Affairs in, guiding districts in assigning one full-time staff in charge of vocational training;
- To coordinate with the Ministry of Labor, War Invalids and Social Affairs and the Ministry of Education and Training in selecting universities, colleges and secondary schools to retrain commune cadres and civil servants;
- To examine and minitor the training and retraining of commune cadres and civil servants; to annually report such to the Ministry of Labor, War Invalids and Social Affairs for summing up;
- To organize and direct localities in identifying needs for training and retraining of commune cadres and civil servants; to elaborate master plans on training and retraining of commune cadres and civil servants up to 2015 and 2020;
- To assume the prime responsibility for, and coordinate with concerned ministries, branches and agencies in studying and proposing training programs and knowledge and skills to be trained for commune cadres and civil servants, including updated knowledge (up to 2015 and 2020), and formulating training and retraining programs and contents;
- To assume the prime responsibility for, and coordinate with concerned ministries and branches and provincial-level People's Committees in, studying and setting criteria and benefits, policies and mechanisms for lecturers;
- To coordinate with the Ministry of Finance in reviewing, amending and supplementing mechanisms and policies on training and retraining of commune cadres and civil servants;
- To guide localities in elaborating plans on training and retraining of commune cadres and civil servants in 3 periods: up to 2010; from 2011 to 2015 and from 2016 to 2020 based on localities' needs for planning, training and retraining of commune cadres and civil servants.
d/ The Ministry of Education and Training
- To add the contents and funds for 2009-2010 of this Scheme to the National Target Program on Education and Training up to 2010 and make supplements to the National Target Program on Education and Training in 2011-2015 and 2016-2020, and report thereon to the Government and the National Assembly;
- To renew curricula for and raise the effectiveness of vocational education at lower and upper secondary schools to form in students a proper attitude to vocational training and help them select on their own will forms of vocational training after completing secondary schools;
- To coordinate with the Ministry of Home Affairs in selecting training establishments of the education sector to retrain commune cadres and civil servants.
e/ The Ministry of Planning and Investment, the Ministry of Finance
- To allocate funds to implement the Scheme from 2009 under the State Budget Law;
- To assume the prime responsibility for, and coordinate with the Ministry of Labor, War Invalids and Social Affairs, the Ministry of Agriculture and Rural Development and the Ministry of Home Affairs in, guiding the financial and investment management mechanism for policies and activities of the Scheme; to coordinate in examining and supervising the implementation of the Scheme.
f/ The Ministry of Industry and Trade
- To assume the prime responsibility for, and work with a telecommunication company in, providing information on commodity markets and supporting the sale of products of cottage industries for rural laborers at commune level;
- To coordinate with the Ministry of Home Affairs in studying and proposing programs and knowledge for training and retraining of commune cadres and civil servants to meet requirements of industrialization and modernization of agriculture and rural areas.
g/ The Ministry of Information and Communications
To coordinate with ministries, branches and localities in enhancing information work on vocational training for rural laborers.
h/ Other ministries and branches To direct vocational training establishments under their management in proactively participating in vocational training of rural laborers under plans of provinces and centrally run cities to implement the Scheme on vocational training for rural laborers.
2. Provincial-level People's Committees
- To approve and implement their own schemes on vocational training for rural laborers on the basis of this Scheme and their socioeconomic development strategies up to 2020; to plan vocational training establishment networks up to 2020, with a focus on the development of district-level vocational training centers;
- To elaborate annual plans on implementation of the Scheme with the following specific contents:
+ Drawing up lists of trades to be trained, elaborating vocational training plans based on demands of rural laborers, demands for trained laborers of enterprises, production and business and service establishments and demands of domestic and overseas labor markets;
+ Mobilizing capable training institutions (including vocational colleges and secondary schools, vocational training centers, universities, colleges, professional secondary schools, continuing education centers, vocational general technical centers) of ministries, branches, sociopolitical organizations, localities and enterprises; and capable research institutions, community learning centers, centers for agricultural, forestry and fishery extension, farms, forestry farms, enterprises, cooperatives and production, business and service establishments to provide vocational training for rural laborers under the policies of this Scheme;
+ Specifying norms on training expenses for each trade suitable to local situations. In addition to the maximum levels of support set in this Scheme, localities may decide on additional support for learners depending on their local budget capacity.
- To formulate annual plans on training and retraining of commune cadres and civil servants;
- To efficiently use funds for training and retraining of commune cadres and civil servants;
- To direct local radio and television stations and newspapers in producing a section to promote vocational training for rural laborers;
- To arrange in each district a staff in charge of vocational training management in the Labor. War Invalids and Social Affairs Division;
- To monitor, urge, examine, supervise and biannually and annually report on the implementation of the Scheme and submit them to the Ministry of Labor, War Invalids and Social Affairs for summing up and reporting to the Prime Minister.
3. Socio-political organizations and socio-professional organizations:
- The Vietnam Farmers Association: To assume the prime responsibility for mobilizing farmers to attend vocational training; to provide free counseling on vocational training, employment, and setting up of enterprises, farms and production and business establishments; to participate in vocational training and supervise the implementation of the Scheme in localities;
- The Central Ho Chi Minh Communist Youth Union: To incorporate the dissemination and counseling on vocational training and employment for rural laborers under this Scheme into the Scheme to support young people in vocational training and employment generation in 2008-2015;
- The Vietnam Women's Union, the Vietnam General Labor Confederation, other sociopolitical organizations; the Vietnam Vocational Training Association, Vietnam Craft Village Association and other professional associations: To participate in relevant activities of the Scheme.
Article 2. This Decision takes effect on the date of its signing.
Article 3. Ministers, heads of ministerial-level agencies, heads of government-attached agencies and chairpersons of provincial-level People's Committees shall implement this Decision.
