Irregular training activities in public schools and training establishments are training activities beyond the regular system. In-service training, training for second diploma, guided self-study, correspondence, short-term refresher training and fostering according to specific themes, and associated training by irregular mode shall have to comply with this Circular.

Schools and training establishments conducting irregular training activities are entitled to collect school fees from learners to cover their training expenses.

This Circular guides in detail the collection contents and levels, the spending contents and financial management of above-said school-fee amount.- (Summary)
