In order to build up a contingent of teachers and lecturers in service of junior-secondary education universalization, firmly maintain the results of primary-education universalization, eliminate illiteracy and train out human resources in service of socio-economic development, the Prime Minister issued this Directive, requesting the ministers, the heads of the ministerial-level agencies, the heads of the agencies attached to the Government and the presidents of the People�s Committees of the provinces and centrally-run cities to take a number of urgent measures to build up a contingent of pre-school teachers, general education teachers and teachers of universities, colleges, intermediate vocational training and job-training schools.- (Summary)
