DECISION No. 230/1999/QD-TTg of December 17, 1999 experimentally assigning in packages the administrative management payrolls and funding to a number of agencies in Ho Chi Minh City

To experimentally assigning in packages the administrative management payrolls and funding to a number of agencies of two sectors in Ho Chi Minh City:

- For the district-level administration, they include urban districts 1, 3, 5 and 11, as well as the rural districts of Binh Chanh, Nha Be and Cu Chi districts, where objects of application shall be the divisions and sections, except for the non-business organizations with revenues under the districts; and

- For the provincial/municipal departments, they include the Justice Department, the Department of Communications and Public Works, and the Department of Labor, War Invalids and Social Affairs (except for the non-business organizations with revenues under the departments).

The experimental package-assignment of administrative management payroll and funding to the agencies using the State personnel and State budget must ensure the prescribed purposes, requirements and principles.

The Decision also stipulates contents of the experimental package-assignment of administrative management payroll and funding; the powers and responsibilities of the agencies in charge of the experimental package-assignment as well as the responsibilities of the concerned agencies.- (Summary)
