This Decree governs activities of Vietnamese and foreign people and ships in the sea border zones in order to manage and defend the national border on the sea; and maintain the social security, order and safety in the sea border zones.

Vietnamese and foreign ships and boats operating in the sea border zones must have all papers and safety equipment prescribed by law; operate for the right purposes, within the permitted scope and duration; navigate on right fairways and routes and be subject to the supervision, inspection, control and handling by the Vietnamese competent agencies.

Promulgated together with this Decree is the list of 612 communes, wards and district townships of 28 provinces and centrally-run cities lying within the sea border zones.

This Decree takes effect 15 days after its publication in the Official Gazette.- (Summary)
