The Decision lays down the main targets for the socio-economic development of the Central Highlands in the periods of 1996-2000 and 1996-2010, including:

- Development of agriculture and forestry.

- Development of industry.

- Education and health care, cultural and social affairs.

- The sedentarization, population movement and development of new economic zones.

- Hunger elimination and poverty alleviation.
