This Circular guides the elaboration, adjustment and management of cadastral dossiers and prescribes forms of documents used for the completion of administrative procedures for land management and use.

Subject to the application of this Circular are the People's Committees of all levels, the provincial/municipal Natural Resources and Environment Services, the district-level Natural Resources and Environment Bureaus, officials in charge of cadastral work in communes, wards and townships, land-use right registries and concerned organizations and individuals.

This Circular replaces Circular No. 1990/2001/TT-TCDC of November 30, 2001 of the General Land Administration and takes effect 15 days after its publication in the Official Gazette.- (Summary)
