This Decree prescribes the principal contents of defense education for pupils and students in public, semi-public, people-founded and private senior-high schools, vocational intermediate schools, job-training schools, colleges and universities; for learners in institutions of State public-service agencies, political organizations, socio-political organizations; key cadres and leaders of various levels. It also determines the responsibility of agencies and organizations; organizational structure, policies and regimes towards defense education work.- (Summary)
