Directive NoDirective No.359-TTg of May 29, 1996 of the Prime Minister on urgent measures to protect and develop wildlife.
- The Ministry of Agriculture and Rural Development, the People�s Committees of the provinces and cities directly under the Central Government shall coordinate with the different branches and levels in strictly directing the inspection, supervision and prevention of the illegal hunting of wild, precious and rare animals, the catch of fancy birds from nature, especially the endangered species; inspection and prevention of the illegal trading, transport, export and keeping of wild, precious and rare animals at domestic markets, border markets, main transport arteries, harbors, airports and other places.
- The Presidents of the People�s Committees of the provinces and cities directly under the Central Government are responsible for reviewing and considering the grant of registration certificates to persons who already have licenses for trading in specialties made from wild, precious and rare animals.
- Wild, precious and rare animals confiscated through the inspection must be released to their own habitat.
- The Ministry of the Interior shall assume the main responsibility and coordinate with the Ministry of Defense and the Ministry of Agriculture and Rural Development in promptly directing branches and levels in inspecting and confiscating assorted army rifles, air-rifles and other means used for hunting, trapping or catching wild animals.
- The Ministry of Science, Technology and Environment shall assume the main responsibility and coordinate with the Ministry of Agriculture and Rural Development and the Ministry of Aquatic Products in enhancing the management of the existing nature preservers, stepping up the investigation and research into various species of wild animals and their ecological characteristics, especially the precious and rare species, so as to draw up a list of wild, precious and rare animals of Vietnam to be included in the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES).
- The Ministry of Agriculture and Rural Development shall coordinate with the Ministry of Justice and concerned branches in reviewing the legal documents for appropriate amendments and supplements to meet the new requirements; in promptly elaborating rules and regulations on the management, protection, exploitation and rational use of the wildlife resources.
- Individuals and organizations are encouraged to raise and develop species of wild animals, including the precious and rare ones for business and export, but must abide by the current regulations.- (Summary)
