CIRCULAR No.1178-TT/TTNN of September 25, 1997 guiding the implementation of Decree No.89-CP of August 7, 1997 of the Government issuing the Regulation on the Reception of Citizens.

The leading officials of the ministries, branches and localities shall have to assign enough officials to receive on a full-time basis citizens who come to lodge complaints or denunciations. The ministers, the heads of branches, the presidents of the People's Committees of all levels shall have to personally receive citizens periodically.

This Circular also guides the provisions on places for reception of citizens, the security at citizen-receiving places, and the procedures to be followed when receiving citizens.- (Summary)
