Subjects of application of the reward regime prescribed in this Circular are all individuals and collectives that have been rewarded by the State President, Government, Prime Minister, ministries, ministerial-level agencies, agencies attached to the Government or People�s Committees of various levels for their outstanding achievements in performing socio-economic and defense tasks.
