In order to put an end to the wasteful use of petrol and oil, especially by units using the State budget, and the non-compliance with the regulations on management and use of public-duty vehicles and efficient development of mass transit means; to actively cope with adverse impacts of fluctuating prices of petrol and oil in the world market; then proceed to abrogate the petrol and oil subsidies, the Prime Minister issued this Directive to instruct on the thrifty use of petrol and oil, which must be considered an important measure to reduce production costs and raise production and business efficiency and products' competitiveness. The ministers, the heads of the ministerial-level agencies or Government-attached agencies and the presidents of the People's Committees should promptly and seriously review and draw experiences from the application of measures to save petrol and oil; the Finance Ministry, the Trade Ministry, the Culture and Information Ministry and other concerned ministries should work out plans on thrifty use of petrol and oil, prevent and combat the petrol and oil illegal speculation and cross-border trading, organize the propagation of policies and measures for thrifty use of petrol and oil.- (Summary)
