RESOLUTION No. 03/2004/NQ-CP of March 12, 2004 of the Government's February 2004 regular meeting
On March 4 and 5, 2004, the Government held its February regular meeting, having discussed and resolved the following issues:
- Regarding its draft action program for the implementation of Resolution No. 34/NQ-TW of February 3, 2004 of the 9th plenum of the Party Central Committee (the IXth Congress), which focuses on urgent and practical matters and may create substantial changes in the two last years of the 2001-2005 plan, it assigned the Ministry of Planning and Investment to assume the prime responsibility for, and coordinate with the Government Office and concerned agencies in, gathering opinions of the cabinet members and participants to this meeting to finalize the action program, then submit it to the Government for promulgation. Concurrently, the ministries, branches and localities should also expeditiously work out their own action programs to implement Resolution No. 34/NQ-TW; and revise, amend and supplement to improve mechanisms, policies and projects as assigned by the Government.
- It heard the Minister of Agriculture and Rural Development reporting on results of the combat against bird flu and presenting the bill on forest protection and development to replace the 1991 Law on Forest Protection and Development.
- It heard the Minister of Education and Training presenting the bill amending and supplementing a number of articles of the 1998 Education Law, and assigned the latter to coordinate with the Justice Ministry, the Ministry of Labor, War Invalid and Social Affairs, the Government Office and the concerned agencies in gathering opinions of the cabinet members and consulting the National Council for Education to finalize the bill.
- It heard the Minister of Planning and Investment presenting the scheme on foreign borrowing and debt repayment till 2010 and reporting on the socio-economic development situation in February and the first two months of 2004.
- It examined the report on domestic market situation in February 2004 presented by the Ministry of Trade.- (Summary)
