The Regulation on savings governs activities of receiving and paying Vietnam-dong and foreign-currency savings on the Vietnamese territory between the savings-receiving organizations and depositors.

Savings-receiving organizations include credit institutions set up and operating under the Credit Institution Law and other organizations engaged in banking activities that are licensed by law to receive savings.

Vietnam-dong savings depositors include Vietnamese and foreign individuals lawfully residing and operating in Vietnam, while foreign-currency savings depositors are individual residents.
