This program covers the following contents:

1. Organization of the thorough study of the Resolution;

2. Organization of the efficient performance of some following major urgent tasks:

- Developing production, stepping up hunger elimination and poverty alleviation, raising the living standard of ethnic minority people, bringing on substantial changes to the socio-economic appearance of regions inhabited by ethnic minority people and mountainous areas;

- Socio-cultural tasks related to educational development, raising people's intellectual standard, intensifying the training of medical, cultural and information human resources;

- Protecting the environment;

- Consolidating and raising the quality of grassroots political system;

- Enhancing the national defense, ensuring political stability as well as social order and safety in regions inhabited by ethnic minority people and mountainous areas.

3. Reform of the nationality work:

- Elaborating the Law on Nationalities for the Government to submit it to the National Assembly;

- Elaborating, supplementing and perfecting a number of specific policies for regions inhabited by ethnic minority people and mountainous areas;

- Renovating the State management contents and modes of the nationality work;

- Consolidating the organizational system of State management over the nationality work from the central to grassroots levels.- (Summary)
