2001 has been taken by the United Nations as the Year of Voluntariness. The Ho Chi Minh Communist Youth Union of Vietnam has the initiative to make the 2001 2002 "the years for the society to voluntarily care for children in special difficulties." The Prime Minister considers this a necessary and humanitarian activities. In order to create conditions for the fruitful implementation of "the year for the society to voluntarily care for children in special difficulties", the Prime Minister assigns the Ho Chi Minh Communist Youth Union�s Central Committee to assume the prime responsibility in executing the plan of action for the campaign "the year for the society to voluntarily care for children in special difficulties", and coordinate with the concerned ministries and branches in expanding this campaign to the grassroots; paying attention to the care and assistance for children infected with Agent Orange, disabled children, orphans, street children, victims of abuse, juvenile drug addicts, those infected with HIV/AIDS, and juvenile law offenders; encouraging individuals and units of various economic sectors, social organizations and international organizations to voluntarily care for and help children in special difficulties.

The Prime Minister requests the ministers, the heads of ministerial-level agencies, the heads of agencies attached to the Government, and the presidents of the People�s Committees of the provinces and centrally-run cities to implement the campaign of "The year for the society to voluntarily care for children in special difficulties".- (Summary)
