INTER-MINISTERIAL CIRCULAR No.79-TTLB of September 19, 1997 guiding the implementation of Decision No.874-TTg of November 20, 1996 of the Prime Minister on the task of training and fostering State cadres and officials.

This Circular guides the following points: the targets, objects of the training and fostering; training and fostering contents and forms; international cooperation in training and fostering; assignment of responsibilities for training and fostering State cadres and officials.

The objects of such training and fostering shall be State cadres and officials. For the immediate future, priority shall be given to two objects: administrative cadres and officials working in the State administrative agencies, Party agencies, mass organizations, National Assembly bodies, People's Councils, People's Courts and People's Procuracies at all levels, and officials of local administration.

The international cooperation in training and fostering State cadres and officials currently plays an important role in this undertaking. The programs for overseas training and fostering of State cadres and officials or those involving foreign parties must ensure their practicality with contents conforming to the work requirements, the socio-economic objectives and the conditions and capability of the trainees.- (Summary)
