Joint circular No. 395/TTLT/KCM-TCCBCP of April 12, 1997 guiding the operational mechanism and relationships of scientific and technological institutes attached to the State corporations.

Subjects governed by this Circular include State scientific and technological research and development institutes attached to the State corporations as defined in Item 2, Article 1 of Decision No.782-TTg of October 24, 1996 of the Prime Minister and those institutes which are placed under the corporations by decision of the Prime Minister (if any).
