This Circular guides the stipulations relating to the seventh consideration and conferment of People�s Teacher and Meritorious Teacher titles: the criteria of people�s teachers and meritorious teachers; the setting up of the council for consideration and conferment of People�s Teacher and Meritorious Teacher titles; the procedures for considering and selecting those to be conferred title of People�s Teacher or Meritorious Teacher as well as dossiers of application for titles of People�s Teacher and Meritorious Teacher.

Eligible for the title consideration and conferment are:

- Baby-sitters, pre-school teachers, primary school teachers, junior secondary school teachers, senior secondary school teachers, anti-illiteracy teachers, complementary school teachers, teachers of correspondence education centers.

- Teachers of job-training schools, vocational intermediate schools; lecturers of colleges, universities, schools of the Party and mass organizations, and other schools, academies, institutes and educational establishments belonging to the national education system.

- Officials and public employees performing tasks of administering schools and directing education activities at the educational administration and research agencies.- (Summary)
