DIRECTIVE No. 26/2000/CT-TTg of December 13, 2000 on improving quality of the elaboration of the "2001-2005" five-year socio-economic development plans by the ministries, branches and localities

The Prime Minister directs:

- The presidents of the People�s Committees of the provinces and centrally-run cities to directly instruct their provincial/municipal services, departments and branches in order to consider and revise contents of the "2001-2005" five-year plans of their respective localities; clearly determine development targets, economic structures, and preferential domains; forecast and calculate their capability in exploiting local resources, draw up lists of development investment projects,... The plan on socio-economic development for the next five years of each locality must conform with the ten-year socio-economic development strategy and the orientations and tasks set in the "2001-2005" five-year socio-economic development plan of the whole country, bring into full play the spirit of "self-reliance for self-improvement", and exploit to the utmost potentials of each locality; the implementation solutions set in such plans must be concrete and practical.

- The heads of the ministries and central branches to directly instruct their agencies to study and work out the plans, as well as synthesize plans of grassroots units; draw up list of investment projects; determine priority objectives, as well as preferential fields and products, carefully calculate balances, especially balance of capital sources.

- The ministries, branches and localities shall have to coordinate with one another in working out plans, closely combine the plans of branches with regional ones, so as to bring into full play the advantages for rapid and sustainable development.- (Summary)
