Decision No.185-TTg of March 28, 1997 promulgating the Regulation on Organization and Operation of the Ho Chi Minh City National University.

The Ho Chi Minh City National University is a training and scientific research center, attached to the Ministry of Education and Training.

This Regulation prescribes basic matters regarding the organization and operation of the Ho Chi Minh City National University, including its tasks of training and scientific research; its staffing; finance and its relations with domestic and foreign agencies and organizations.

The Ho Chi Minh City National University shall undertake the training according to the list of training branches and system of diplomas and certificates of the Socialist Republic of Vietnam through all forms of training at various study levels: college, university, post-graduate and doctorate.

The Director of the Ho Chi Minh City National University is entitled to sign cooperation agreements with foreign universities, research and training institutions, to invite foreign lecturers in accordance with the provisions of law.- (Summary)
