This Circular reaffirms a number of principles and requirements of supports for people who had joined revolutionary activities before the August 1945 Revolution to improve their housing conditions suited to the socio-economic situation and meeting their aspirations.

The contents of the Prime Minister�s Decision No. 20/2000/QD-TTg of February 3, 2000 guided and concretized in this Circular include: subjects liable for housing support; conditions and criteria therefor; area of dwelling house and land to be given as support (level of support); cases where spouses or children of deceased eligible subjects shall enjoy or be considered for supports,...

The provincial/municipal Services of Labor, War Invalids and Social Affairs shall coordinate with the Boards for Organization and Personnel of the provincial/municipal Party Committees and administrations in examining and listing eligible subjects in strict accordance with Decision No. 20 and the guidance in this Circular.- (Summary)
