THE MINISTRY OF EDUCATION AND TRAINING

CIRCULAR No.14-GD/DT of August 5, 1997 guiding the standards and methods of inspection and evaluation of the anti-illiteracy results and primary education universalization.

To be recognized as reaching the standard of primary education universalization, a person must pass the primary education level before the age of 15.

To be recognized as literate, a person must pass three anti-illiteracy courses (or pass the third grade of primary education).

The Circular also provides guidances on the primary education universalization standards and standards for literacy in communes, wards, districts and provinces; and guidances on the methods of inspection and evaluation of the results.-

DECISION No.2590-GD/DT of August 14, 1997 on the organization and operation of the boarding schools for ethnic monorities.

A general education boarding school for ethnic monorities is a school where ethnic minority cadres are trained to meet the requirements of socio-economic development of the locality; such schools occupy an important position in the course of educational development in mountainous areas and areas inhabited by ethnic minority peoples.

The general education boarding schools for ethnic minorities lie within the national system of public schools. The State shall provide the school boarders with necessary conditions for their study, including accommodation and meals.- (Summary)
