DECISION
Promulgating the poverty line for the 2006-2010 period
THE PRIME MINISTER
Pursuant to the December 25, 2001 Law on Organization of the Government;
Pursuant to Resolution No. 06/2005/NQ-CP of May 6, 2005, of the Government, on its April 2005 regular meeting;
At the proposal of the Minister of Labor, War Invalids and Social Affairs,
DECIDES:
Article 1.- To promulgate the poverty line for the 2006-2010 period as follows:
1. In rural areas: Households with an average per capita income of VND 200,000/month (VND 2,400,000/year) or less shall be regarded as poor ones.
2. In urban areas: Households with an average per capita income of VND 260,000/month (VND 3,120,000/year) or less shall be regarded as poor ones.
Article 2.- Concerned ministries and branches shall supplement or amend policies on supporting poor households and poor people according to the new poverty line specified in Article 1 of this Decision.
Article 3.- The Ministry of Labor, War Invalids and Social Affairs shall coordinate with concerned ministries and branches in guiding provinces and centrally-run cities to investigate poor households according to the new poverty line and formulate a national target program for poverty alleviation in the 2006-2010 period.
Article 4.- This Decision takes effect 15 days after its publication in "CONG BAO."
To annul the previous regulations which are contrary to those of this Decision.
Article 5.- Ministers, heads of ministerial-level agencies, heads of Government-attached agencies, and presidents of provincial/municipal People's Committees shall have to implement this Decision.
